In reply to your letter of the 20th instant, I am instructed by the Director of the war Trade Department to atste that it has now been definitely decided that aÐ
eneral rule no export licenses will be granted for the -mort of arms and ammunition from the United Kingdom whether for sporting purposes or otherwise, save in
ceptional circumstances. It may be desirable to continue to grant licenses for sporting arms which have already been wuufactured, but the manufacture of these goods is being
iscontinued,
I am to add that Lord mott concurs that an unpublished rule should be laid down that no application for thegrant of a license for the export of arms and ammunition of any
escription from the United Kingdon, to China, Siam, the Dutch East Indies or Macao should be considered without a recomendation from the British Consular Authorities in the country of destination, except in respect of goods required for personal use or in other special circumstances.
